Tobacco-Free & Smokefree Policy
Smokefree and tobacco-free policies are a critical component to protecting communities and individuals from the harms of tobacco products.
What is the Difference Between Tobacco-Free and Smokefree Policy?
Tobacco-free policies prohibit the use of all tobacco containing or tobacco-derived products, smokeless tobacco (snuff, chewing tobacco, dip, snus), and alternative nicotine products such as e-cigarettes.
Smokefree policies apply to combustible tobacco products only (such as cigarettes and cigars) and are less restrictive than tobacco-free policies.

Some of the model policies below were developed prior to the surge of e-cigarettes. Be sure to add e-cigarettes to any smokefree policies or resolutions you develop.

Tobacco-Free Colleges & Universities
The goal of this policy is to provide a 100% tobacco-free, smoke-free environment for all students, faculty, staff, and visitors within all college & university facilities (including dorms), vehicles, grounds and at all sponsored events.
The goal of this policy is to provide a 100% tobacco-free, smoke-free environment for all students, staff and visitors within all district facilities, vehicles and grounds and at all district-sponsored events.

Tobacco-Free Healthcare Facilities
The goal of this policy is to provide and enforce a 100% tobacco-free, smoke-free environment for all employees, patients, visitors, and contractors within its facilities, vehicles, grounds and at all sponsored events.

Tobacco-Free Faith Based Organizations
The goals of this policy are to provide a safe, healthy environment for congregational members, employees, visitors, and community residents.
Tobacco-Free Parks & Recreation Settings
The goal of this policy is to provide and enforce a 100% tobacco-free, smoke-free environment for all park patrons, management, employees, and contractors within its facilities, vehicles, grounds, playing fields, and at all sponsored events.
Tobacco-Free Community Organizations
The goal of this policy is to provide a safe and healthy environment for all patrons, employees, community members, and any other individuals who visit community organizations.
Smokefree Festivals/Outdoor Events
The goal of this policy is to provide and enforce a 100% smoke-free environment for all Event attendees, performers, staff, and volunteers within Event grounds, including but not limited to stages, set-up areas, and parking lots. This goal will be achieved by the Event organizers being supportive in: Eliminating exposure to secondhand smoke (SHS); Exhibiting healthy behavior for all staff, volunteers, performers, attendees and the public; and Reducing fire hazards and pollution.
